Man I was wrong on engine size. Back in the 70's Briggs used the same block when building cast iron.  I ran the motor serial number 325431-0150-01-7201241 and found out lots of info.
This is a 32 cubit inch engine and that puts it at 16 HP. And was made in Jan 24th 1972.

Opened the engine up and everything looks good.  Compress is well with in spec, no back lash on the rod to crank journal.
The carb was the worse part of the engine. Looks like someone had changed the throttle spring and this let the throttle shaft vibrate in the bore.  So have a new carb kit and throttle shaft with butter fly on order.

I did crank the engine before tearing the tractor down. Drove it down the street and back. Motor ran fine other than leaking gas from the carb. Also the hydro unit pulled real good.
