Test Equipment / IFR 1200s - Unlock

Hi Buddy and gang
1) my ifr goes out of lock when exceeding 10 Mhz. It will lock on FM Broadcast stations.
2) 10 Mhz on the rear panel is right on spec.
3) Also, the Adjustable Modulation Tone Gen is not working.
4) The Spec An screen is just jumping all over the place.
5) When I bought this thing a few years ago, I was told that it had Options 1,4, 10 & 12 ** ( ** has no High Leve mode)
6)The DC battery was removed by the Seller.
7) Unit had some upgrades done to it. Maybe re-cap and a couple others, it's been a while
I'm not versed on working on the Unit. So I ask for your expertise in a solution
