Looking for a Working Communication Service Monitor

Well. Going to keep working on my current Boat Anchor. It is useable. Need something with a Frequency Display LED LCD or dedicated output Jack for a counter. PLL preferred. Something that does not drift by the second.

Need it to service my vintage CB radio collection. Need one with the manual. Price is a major consideration.

I see and that is it better to have a professional SM over the 2040.

This is what I did a little over a year ago.
I went to craigs list and QTH.com and put in a want ad. I got over 2 dozen responces in the price range I was looking for. 
Ended up getting a nice HP8640b for 100 bucks. Was less than 150 miles away so drove up and got it.
There were a few issues but was able to repair that in 2 days. The HP8640b is a signal gen and is rock solid.
Another guy offered up a Motorola 21xx SM with spectrum for 450. Wish I had bought that also.
